February is the best month to travel anywhere in India, best in terms of weather, less crowded and not a peak season so you will get tickets at decent price. Places to visit depends on the terrain that you would like to visit, beach, mountain or culture & heritage. My few favourite places are given below in order of preference:- 1).Goa
2).Jodhpur & Jaisalmer 3).Manali
4).Pondicherry
5).Rann of Kutch (Must visit before the rann utsav ends on 20th Feb, and look for full moon dates if possible)
6).MP- Khajuraho 7).Mysore + Ooty
8).Panchgani, Mahableshwar (Strawberry season)
