If your budget is around 10k go for SONY Cybershot.
If it is 20k then go for Point and shoot camera o DSLR.
If it is 30k then Go pro.
else if it is below that, Then take out your phone and take amazing pictures.

As a beginner practice with your phone only..Good phones like one plus and samsung latest have excellent camera..you might not feel the need to get a camera then

If it's action camera, you can opt for GoPro 5 black and for still photography, I suggest canon 1300d. they both are budget cameras for beginners.
