If we talk about snow in Dharamshala city so I don't think that there are any chances of snowfall in December but you can visit mcloadgang or bhagsu nag which is nearby dharmashala and you can get taxi services or govt. buses for that. There are 50% to 60% chances of snowfall.

Dalhousie experiences severe winter season which lasts from December till February. The max temperature can go up to 11 degree Celsius with minimum dropping till even 4 degree Celsius, and snowfall is a common phenomenon.
Dharamshala weather in December end is freezing cold and the sky is mostly cloudy during this time. With the onset of winter, the temperature starts to dip low every day and ultimately reaches -1 degrees Celsius in the December end.
