Train is most economical mode of transportation. You can take a train to Chennai and then from there to Pondicherry. You stay there at Hostels/Hotels for as economical as 350-450. You can get around either by renting a bicycle or bike. Avoid fancy cafés/restaurants if you're bent on saving money.

First thing you can not use one City metro card in another city. Its valid for that perticular city from where you bought. And if you can' t recharge through Paytm then no need of stand in queues. Just try Phonepe Wallet or can recharge with Automatic machine in metro stations.
There are tents and sleeping bags available at kedarnath. But bookings has to be made early as soon as you reach.
