Avoid. Himachal as for now. Because of the Glacier outburst. Kashmir is a genuine option for your trip to choose between the two. You can also find various beautiful hilly areas / places in Jammu as well. Try going to Bhaderwah (The Land of Snakes) .You google about the history behind this name. This falls in Jammu region.

You can choose lake pichola hotel for you stay in udaipur. Its build on lake pichola and offers good view. It restaurant is famous for lal mass and has stunning view.

Visit Simsa village. You have to trek for about 2km once you reach there. There is a beautiful waterfall away from main city. That place is so peaceful.

Yes. it depends on the package, but most of the time you can contact and get it customised. though some ready to book packages are not customisable, it never hurts to ask.

It's not about allowed or not allowed. Everyone can visit the temple throughout the year but door of temple remain open only between a specified time generally (April - Nov).
Treker and begpacker can visit there throughout the year these people generally came for treking and photography. However purpose of pilgrims is to have Darshan of God Only.
