Yes you can travel in case of heavy snowfall they sometimes rarely stop the trek of triund. You can witness snowfall and chills keep extra warm clothes. Yes you can visit dalhousie but it will take whole day trip so keep extra days for Dalhousie. I written 2 articles related to Mcleod Ganj maybe they are helpful to you.
Don't forget to visit Chelela pass as the view up there is breathtaking. You can opt for 3 starts in Bhutan because their 3 star properties are like 4 star and aesthetically pleasing. We stayed in Hotel Pema Yagsel which is right in front of the Paro taxi stand and near the market.

Given above is a link to my Himachal Vlog. We went there during October and went to most blissful spots. Stayed in camps, completed a 12kms trek up and down, beautiful sights and unforgettable memories.
We went there by buses of Himachal Tourism. Honestly those are expensive than expected, ₹1600 per head one way (Volvo buses).
Bus goes up till bhuntar from where you can take either a taxi or a local bus to Kasol. We went by the local bus costing ₹50 per head. Accomodation was covered in our trek package but there are various local hostels available where locals give you comfortable beds, great view and awesome ambiance charging minimal. You can find the same by hiking here and there or by enquiring in the Cafés. NOTE - if you are going to Bhuntar don't forget to eat Parathas. A Punjabi guy makes parathas close to local bus stop and those parathas are dope!!! Also if you decide to travel by local bus make sure bus aren't over crowded and carry pills to avoid motion sickness. Happy Traveling!!
Bulshi Dam and Tiger Point are the most popular and good places to visit. Also, apart from the places you can also enjoy the view on the Mumbai Pune highway.
The main places to visit in Lonavala are Bushi dama and Tiger Point, however this places are very crowded during new years and also are not preferred for campaign.
You must go to Pawna dam and can do campaign + celebrate New year as there are lost of campaign destination near pawna dam (they have a proper campaign package)

Uttarakhand is a little cooler than Assam. But Assam is much more peaceful and less crowded than Uttarakhand. You could check the climate and then take a call if you are confused.
