The Valley of Flowers is only open from month of June until the beginning of October, as it's covered in snow the rest of the year. The best time to visit is from mid July to mid August, when the flowers are in full bloom after the first monsoon rain.
You have plenty of places to go around Pune, Lonavala and Mumbai with low budget and less number of days. The famous ones close by are Mahabaleswar, Satara, Matheran and Alibaug.
Udaipur is a better option. if you are starting from Delhi you can either go by car which will take you around 12 hours or you can opt for train which will be an overnight journey.
