One week for all the things mentioned above would be very hectic. Reaching Arunachal from Guwahati or Meghalaya takes more than a day. I suggest stick to one state, either go for Sikkim- Darjeeling, Assam-Meghalaya or Arunachal Pradesh separately.

Hotels are very expensive at auli you can stay at joshimath where you can find plenty of cheap and budget hotels. joshimath to auli is around 15 km you can take shared cab or public transport

In the month of February, usually Manali experiences light to heavy snowfall and the daytime temperatures can drop to as low as 5 degree Celsius. It does get colder and more windy during night. So it's advisable to be prepared accordingly.
See it totally depends upon your speed and most importantly what you demand from your trip. The overall trek is of only 9 KMs round trip, so a healthy person can easily do it in a max of 4-5 hours.
