According to RTO, fog lights are allowed on bikes if they are mounted below the headlight and total power consumption is less or equal to the headlight.
Thats a tough one my friend. It could take you anywhere from an hour to maybe three. Much depends on traffic and jams. So plan in a manner that you have sufficient buffer in hand. Usually Ola/ Uber apps could give you indications on travel time. You could also look up Google to tell you how long it is taking from Howrah to Dum Dum on your travel day around 10am. That might help you guesstimate.. Best of luck.
I personally cannot really compare between the two, but having stayed at GoStops MacLeod I can assure you it was a really good property to stay at. Very light on the pocket, with clean rooms and clean sheets and very hygienic, tasty food options. The view from the front terrace is worth waking up to, and just perfect for spending a peaceful evening. Location wise, it's a bit of a climb up a slope, but quite manageable. All in all, would definitely recommend!
