Any one has any idea if there are public transports like Sumos or Taxis from Guwahati to Umiam Watersport complex (Barapani)?

Hi, Bus service is available from Khasi, Jaintia, Garo, Umiam, Mawlynnong, Nongkhnum, Siju, Balpakram, Nartiang, Meghalaya Hotels, Shillong Hotels.

Yes you can get buses and shared cabs.
