Gangtok is beautiful in Feb. However, if you wish to visit places like Yumthank and Gurudongmaar in north Sikkim it might become inconvenient as every year that part witnesses heavy snowfall and roads remain blocked. April is a good time though.

How about ladakh bike ride
Feb is a good time to visit North-east...Yumthang valley (north sikkim) would be covered with snow (it will be cold so go well prepared), the blooms are visible during April. Shillong is good any time.of the year except monsoon. I suggest you add Cherapunji, Mawsynram, Guwahti and Kaziranga to your itinerary.

The best times to visit destinations- Shillong- June,July (Monsoon is best)
Gangtok- October-Nov or Mar-April
Other places in Northeast- Mar-Nov.

Sikkim is best in my opinion and then Gangtok..
if you wait for 1 month, then there is valley of flowers Which blossom in the month of April.
and don't try to cover every place if you planning for short trip, it will be very hectic

February is definitely a good time. Most of the Northeast region has a problem with road connectivity so, February being a dry month it's definitely a good time and Northeast look beautiful anytime of the year. But let me tell you it will be cold so make sure to carry warm clothes and you are good to go. if you are going Sikkim go to North, it has exciting adventure sight and for Meghalaya I would suggest Sohra they are mainstream but if it's your first time you should definitely see those places.

Yes, winter is good time to visit Shillong, or other places in Meghalaya. However extreme snowfall may block your roads towards Sikkim or Arunachal. A visit to any other north east state is also a good idea to travel during winter.
