First of all you have to decide a budget according to Dubai Package and the September month is the best. Because it is neither very cheap nor expensive, however, if you visit from Oct to Jan month then you will have to pay at least 30% more. I have been in Dubai last year and here is my thought: 1) If you are a first time traveler there, then i would suggest to choose a package instead traveling alone. Because this way you will be able to utilize most of your time and spend less. During my last trip, i made my custom tour plan as a solo traveler with https://www.efficienttourism.com/. They arranged everything from hotel stay, flight boking to local tour. 2) Once you reach in Dubai, make sure to exchange the currency in AED for local shopping. 3) Always carry essential documents while traveling. 4) Now, here is the must visit places: Day 1 Plan
i) Go for early morning hot air balloon ride
ii) Then next visit Burj Khalifa
iii) Have lunch
iv) Visit Dubai Mall
v) Go for dhow dinner cruise Day 2 i) Go for full day dubai city tour where you can explore majority of the places within the city Day 3 i) Go for full day Abu Dhabi city tour where you can visit several places like Sheikh zayed mosque tour Day 4 i) Enjoy the Ferrari world thrilling ride

i) Return back to the city
