Feb is a good time to travel anywhere. Being offseason time less crowded and economical. However you can visit some places and witness some events and festivals only in Fen like the below ones
Sula fest in Nasik which is on 1st and 2nd feb
Ran utsav in kutch
Goa Carnival Udyanotsav in which the Mughal gardens become open for general public to see the beautiful flowers. Festivals like Indian Derby at mahalakshmi race course and kala ghoda art festival at Mumbai

Otherwise this is the best season to visit Rajasthan .
