If you are a budget traveler then I would suggest choosing homestay rather than a hotel. There's an Uncle John Homestay at Baga beach with a very affordable rate and the location is also best. Or Zostel is also an option for a cheap stay

It is better if you stay in beach huts, or backpacker's community. They are at a minimal cost of like 750 for two.
You can stay at Zostel too, it is pretty comfortable and cheap.

Where you plan to stay at north or south goa... Zostel is good optuon other than that there are plenty others at panjim too within 2000/2500

If you're travelling solo, hostels are the best options for the amenities they provide at the rate they charge per night. If you're travelling in a large group, it's better to book an apartment rather than a hotel. That way you can prepare breakfast etc. at home and save on some expenses. You can find good options online on Airbnb.
