Himachal Pradesh.. We've been there 10-15 times and believe us we never faced any safety issues. locals there are very sweet and always helpful. Himachal has it's own charm.

Hi Rinsha, Madhya Pradesh is also a very good and safe option for female solo travellers.
It has diverse destinations and the food scene is also very good.
