Hey Gaurav, The best place to stay in Manali is near Mall road. Book hostels or zostels for cheap accommodation ( www.hostelworld.com). Yes, sharing vehicles go to all points in Manali. At this time Rohtang pass is most probably closed. Happy travelling!!!!

Also Rohtang pass is closed for tourists, you can not go beyond Gulaba Checkpost barrier, that too in a taxi. No public transport is available in winter.
