Hi Gaurav, October is an amazing time to visit the Himalayan region especially states like Himachal Pradesh and Uttarakhand. But as per the current weather and road conditions it is not advisable to travel to any hill retreat in both the states.
It's raining heavily from past 2 days, resulting into landslides and floods in areas like Kullu, Mandi and Chamba. Shimla even experienced season's first snowfall. I will suggest you to postpone your plan till the conditions get stable in Himalayan states. You can anyway travel to Rajasthan (Jaipur, Bundi, Udaipur and Jaisalmer), Madhya Pradesh (Bhopal, Chanderi, Orchha, Khajuraho).
Both states are good to visit. Most of the Uttrakhand is less commercialised as compare to Uttrakhand so you will find green hills and beautiful landscape there, although Himachal Pradesh is also awesome but during peak season you will find a lot of traffic jams around Shimla, Manali, Dharamshala and this will irritate you.
You can plan for Kanatal, Chakrata , Lansdowne in Uttrakhand .
In Himachal you can plan for Sangla valley, Spiti valley , old Manali and kasol too
