Too costly in december end every hotel has compulsory gala dinner which cost a lot and evn too much crowded most of the people just vomiting everywhere so better to travel in january 3rd as 4th is russian new year and it will be fun to spend at arambol beach
Had you ever been in monsoon?then you should try if you are nature person and want to relax at the low cost then its best time to visit you can enjoy all the places like mountains,waterfall and beach all together in single visit
Best time of the year is usually Oct to Feb. weather is pleasant and its peak tourist season. Christmas celebration and new year celebration is crazy busy and famous with Sunburn festival around the same time.
If you are looking for less touristy season, then July to Sept would work too... you can't get into the sea but it's all green and beautiful around with less crowd. It has been my personal choice for last 4 visits of mine to Goa.
Avoid to go between 25 December to 5 January Because there are lot of crowd. All the items get expensive and a lot of trouble .my suggestion is best time to visit Goa is April at the time of Christian festival Easter
