Hi, You can check the budget hotel Viva Baga. The rooms are clean nothing fancy and no lift. You call also check Oyo rooms for just staying the nights and you can have food outside.

Here is a link of some best budget hotels suggested by Tripoto: https://www.tripoto.com/hotels/budget-hotels-in-goa?ref=mobwapp&source=awp Although, I'd suggest you choose hostels/homestays over hotels. They're much cheaper and just as comfortable. You can just search for them on Tripoto itself.

In Panjim, Sinq edge is pretty cheap. Like around 2k. Also I would mostly recommend you to check OYO rooms incase you are looking at just spending the night.
