When it comes to TN, Chennai is where you want to go. You can go to Mahabalipuram, covelong beach, thiruvallur, etc. madurai is not that far either.
UpvoteCommentYour name suggests that language will not be an issue either. avoid the popular beaches like marina. instead visit beaches like elliot's beach where you can find the broken bridge, after crossing a nearby fishing village. which will give you loads of culture.

I have recently been to Tamilnadu and amazed with their devotion towards their culture.however the whole Tamilnadu is heartwarming and each day feels like a fest there but since madurai is the oldest city ,so I feel you might get more vibrant Pongal vibes there. the more ancient,the more vintage and conventional in celebrating such big fests.
