February is the best time to travel to North India. From Himachal, Uttrakhand, Rajasthan or Punjab you can pick any destination that suits your travel style. I prefer mountains with soothing middays and bit cold mornings and evenings. This is even the best time when you can explore the cities of Rajasthan like Jaipur, Udaipur and more.

Auli (Uttarakhand) :- Auli is a picturesque destination the best time to visit is last week of Jan to first week of March for skiing. The main attraction of Auli is Snow Skiing and is best during the month of December to March. So basically this is the best time to visit.

I guess, you want to enjoy the snow so Mcleodganj, Dalhousie, Mussoorie and Manali are the best places to visit. These are popular destination so there would be no problem to you of any kind.
