Personal taxi is very costly and can cost you upto 20k-30k return journey depending upon the type of car you select. If you want, you can consider J&K State Road Transport operated regular Deluxe and Ordinary bus services between Srinagar and Leh. Fare can vary from 500-1100 depending upon bus type. Private buses also run on that route.

Yes you can get it but the better experience would be on a bike,, you can get them on rent
