You can camp near base camp area and have to take permission from the GMVN authority as its not safe to camp alone there.
or you can stay there in base camp they provide you all the camping facilities.

Yes, permission is required and you should directly head there after the darshan as sometimes the queue is long. You can ask around for other stay options as well.

Camping is not allowed near kedarnath but u can get various options at rambadha before 7kms from kedarnath
