You can get a lot of good hotels at around / below 1000 Rupees (2-3 occupancy). For 5 persons, if you hire a sumo with driver (Shimla to Shimla), it may cost you about 3500 - 4000 Rupees per day, in general. Negotiation is up to you. You can avail shared government transport buses also, costing you very less. Other shared sumo and all I don't quite know, but you can try to get that information. Food prices are just above average. Non veg foods can cost a little.

From where you need the pickup and Drop from Chandigarh or Delhi.
As you are 5 Adults I think Innova will be the better option and it will cost you between 15-20K.
