Yes, you can. It is beautiful then. Even the mall road is covered with snow often.

Yes you can!! But you need to keep spare days in your trip because it takes 15-20 hours to reach there from Delhi. Due to snowfall in winters, the highway b/w Kullu to Manali is usually blocked so it takes a lot of time to cover that distance. I went there last January and we was stuck in Jam for like 5-6 hours just before Manali.

It shows a lot that time, some of the roads might get closed otherwise you can if you're prone to cold temperatures.
