Dayara is shorter and easier. Kedarkantha is relatively tougher, and for your extra work, you are rewarded with great views. Both can be done by fit first-timers. Kedarkantha should have some snow in last week of March. Dayara would probably be fully devoid. Would suggest Kedarkantha if you (and others) are in good physical shape. If you are not confident, then go for Dayara. Can also do circular trek of Dayara - Dodital - Agoda if you have 5 days for trekking. Just Dayara Bugyal is a short trek.

It depends on how much are you willing to trek, if you start from Barsu Dayara Bugyal is a short trek and can be done in a day. Also you won't be allowed to stay at the Bugyals because of the HC order. Kedarkantha is a longer trek. You will find plenty of snow in both the treks, so its upto you whether you want a short trek or a long trek.
