Hi Rupam ! Unfortunately I am not able to think of any tourist place in Dehradun which is wheelchair accessible. As Dehradun is surrounded by mountains, most of the tourist places are situated in rough terrain such as Robber's cave and Sahastradhara. But what I think is that Mindrolling Monastery and Forest Research Institute (FRI) can be wheelchair friendly. I'd recommend you to confirm the same by contacting them.
Hello Rupam, There are not various places in Dehradun which can be wheelchair accessible due to rough topography but I prefer 3 places for wheelchair accessibilty : 1.) FRI : Forest Research Institute
2.) Malsi Deer Park or now known as Dehradun National Zoo.
and 3.) Buddha temple
