There are proper campsites available there, where you can pitch your tent.
Along with that, you could find camps available around.

No, not near C tal. There is dedicated camping area before 2 km from lake. Commercial tent stay operators pitch thier setup in this area. Private campers are also allowed to pitch thier tents. Noone is allowed to pitch tents near water body.
