Yes you need different ILP for different state in NORTHEAST and it take 2 to 5 hrs to make for tourist person ..

There are only three states in the northeast which needs a ILP to get through. Arunachal Pradesh, Mizoram, and Nagaland. And you have to make separate ILP for all three states. You'll require any Govt ID, 2 passport size photographs and a sum of amount 100-200 rs. And you can take out the ILP from Arnachal Pradesh, Mizoram and Nagaland House respectively. Either in Delhi or Guwahati.
