If safety is an issue..u can also head to varanasi. . holi is celebrated no less than that of vrindavan in varanasi also

Holi at haridwar and rishikesh is better... It's safe and fun... I stayed at haridwar.. Went to rishikesh on the day of holi.. People were playing but Travellers and tourists were safe.. Did rafting too

Sorry to let you know that there is a police notice in Pushkar where it has asked tourist not to mingle with locals and drink or else you would be arrested. better go to Vrindavan Or Mathura for the same.

If you dont have any problem with crowd then must ensure that mathura vrindavan in your bucket. 15 march to 21 march.

Mathura Vrindavan however follow below safety steps:- 1) Do not carry valuables. 2) Do not consume bhaang if you cant handle it. 3) Pick a hotel close to the venue so you dont have to travel much. 4) Beware of miscreants. 5) Protect your camera lens from water and colours. 6) Cover yourself well e.g. scarf, sunscreen, shoes. etc. Hope you have a good time

Pushkar would be pretty safe. not sure about vrindavan. better to go for holi at pushkar
