Buses as well as cabs are available , but it depends on the amount of water flowing through the water crossing that weather they will be able to pass those crossings or not .

You can get the local HRTC bud from manali and shimla as well . You have to go connecting other bus transport . From shimla if you are olanning it's a long way route thou from shimla to rampur via reckongpeo . you need to ask at the bus stand at reckong peo for the timing of bus because i have been in last year the bus timung was morning 5.30 at winters and 7.30 also till kaza .

Yes...you have HRTC bus from Manali which starts at 6AM and reaches Kaza in Spiti Valley around 4PM the same day....
