You can reach Rishikesh by bus and then I would suggest to take a rental car from there for your Auli trip.

Self driven car culture is less in Uttarakhand, however you can get rented cabs in rishikesh. if you are looking for self driven cars i would recommend you to get it from Delhi only. If you can ride a bike then bike rental is quite easy and cheap in rishikesh.
