Nope, not all area...if they shut then that army based area...for normal tourist and its destination...this year after 370 removal it will one of the best time to visit J&K...Many initiative is run by gov now a days in Kashmir and those pics are eye soothing..plan your tripand visit..you will enjoy

Kashmir is open to tourists now. December to February is the best time to visit Kashmir in winter. While maximum temperature occasionally touches 10 degrees Celsius the minimum temperature comes down to -8 degrees Celsius. The weather in Kashmir during winters is pleasant and surroundings become duskier and the bone-chilling cold can make you numb.
