If you are planning to visit to Uttarakhand, you can plan a trip to Dhanaulti, Mansoori, Rishikesh(although i dont think so they will be offering rafting at this time), Forest Research Institute (FRI) and Tapkeshwar Mandir in Dehradun, Auli, Lansdowne, four Dhaam depending upon how many days you are planning the trip for. You should visit Haridwar, Rishikesh, Nilkanthvarni mahadev, Mussorie, Dhanulti. Rishikesh has adventure activities like highest bungee jumping of India and river rafting.
If you want your trip to be adventurous then you must go to Rishikesh for bungee jumping, river rafting. And also chopta trek is there in Uttarakhand which is called mini Switzerland of india.
If you are looking for budget friendly trip of Uttarakhand than you should go for Dehradun, Mussorie, Rishikesh, Dhanaulti, Kanatal, Haridwar and Chakrata. Charges of government buses for Haridwar, Rishikesh and Mussorie are 60 to 80 Rs. per person which is quite less. Charges for other places like Auli and Chopta are also not too high but government services are only available till Joshimath or Rudraprayag after that you have to hire the cab which is quite high and rates of hotels are also quite high so I think above mentioned 5-6 places are sufficient for you.
You should organize your trip in January which perfect time for snowfall in Mussoorie, Dhanaulti, Kanatal and Chakrata, you can opt either mussoorie circuit or chakrata both are nice.
Now lets talk about Rishikesh and Haridwar, I would prefer Rishikesh because it is quite clean and less crowded, due to pilgrim Haridwar is not so much clean and crowded also.
In Rishikesh you should visit Parmartha Ashram, Beetles Cafe, Little Buddha Cafe, Ram and Laxman Jhula, Shivpuri, and Ganga Ghat which is the best part and do visit Rishikesh in night too.
Dehradun: FRI, Tapkeshwar, Rajpur Road, and Paltan Bazar.
