Best time to visit goa is a October to fab, but it will be costly as the hotel prices increase rapidly. If budgets allow you thn these are the best month, if not thn April to June.

Depends. Winter season is good if you want to enjoy Carnival like Subnurn Festival or experience other events. Summers are great if you want to get nice tan.

I think anytime between Oct to jan, I've been there twice in between same and once in june and I can say that rainy season is definitely not the best time to visit and after feb it'll be too hot and humid.
