You can go there by Bus or by driving yourself. You have to reach Chopta, from there you have to walk till Tungnath, 30-40 mins trek depending upon your speed. Bus you'll get from Rishikesh because i don't think there is direct bus from Delhi. I went there with friends by our own car driving. Its a long journey though. We went from Delhi.

First you have to take bus from Delhi to ISBT rishikesh then it's better to take a personal taxi from ISBT rishikesh to chopta .if you are bike lover then you will have to take a avenger/bullet from shivpuri (rishikesh). After this take a road to Rishikesh-devprayag-srinagar-rudraprayag-ukhimath-chopta.If you want to take rest then take a hotel in ukhimath because hotels at chopta are very less in no. and also costly . you can explore Devprayag (bhagirathi-alaknanda river) sangam and rudraprayag (Mandakini river) during the road travelling. when you reached to the chopta, you can enjoy the snow and trekking(chopta-tungnath-chandrashila). Trek is approximately 5-6 km but it takes upto 3hrs beacuse trekking route is full of snow and most of the people got skit on snow. So,it's my suggestion to take a boot snow chain and trekking stick. *you can also enjoy at Deoria tal and kedarnath dham which is near by to chopta . Important point :- it will take maximum 3-4 days to cover all the things .
