I would recommend Prague and Vienna ,although not much cheaper but still you can find budget options for planning your trip.Budapest,Hungary is also a nice option if you are interested towards culture, art and architecture.

You could cover Prague, Innsbruck, Vienna and Budapest in 10-12 days. Prague and Budapest is relatively cheaper which would even out with Vienna and Innsbruck in the itinerary. The sequence could be as mentioned above. Also, Flixbus would be a budget friendly way to community between cities.
