Hi Smriti, the best time to visit Northeast India is from September to April. In some ways, you can say that besides Sikkim most of NE India is unexplored. Yet, here are some places that you might fancy: Ujjayanta Palace (Tripura), Champhai (Mizoram), Umshiang (Meghalaya), Khonoma (Nagaland), Loktak Lake (Manipur), Majuli (Assam) and Bomdila (Arunachal Pradesh).
U can Travell to sikkim or cherapunjei, bt its monsoon time so travelling to such place can be lil risky .. n northeast gets heavy rainfall during Mansoon so it may spoil ur tour ... Still its upto ur luck .. Bt I was quit lucky coz monsoon didn't spoil my tour , I was also on tour of Assam n Meghalaya during monsoon time around 2 yrs ago ????
