Depends on the cities/ places u visit. In a run It would take u minimum 3 years to explore all of india and maximum 4 years.

There is no definition of "fully" for India which has very vast diversity across the country and for sure even a lifetime won't be enough for traveling India Fully.

Whole life for e.g people explored Jaipur and they said i visited Rajasthan ... having this type of tendency no one can see whole India
