Tirthan valley is better as it is more untouched and you have more activities and treks to indulge in here.

Malana and kheerganga . you can go that side kheerganga trek is going to closed soon maybe at starting or mid december due to snowfall.malana and kheerganga both are approx 20-30 km away.
