Hey I need to buy USD from INR for my trip, one of my friend's friend has leftover USD. Is it okay to buy from personal contact instead of exchange? I mean in tax and legal terms? because buying from non RBI regulated entity is not allowed.

As long as the amount is not huge + your friend can provide exchange receipts, it would not be a problem.
