An Adhar card would work for you, but a specific permission would be needed prior to the travel if you going to visit some specific tribal areas.

As per my knowledge if you carry a valid Indian passport, permit is not required. but if you don't have a passport (carrying Aadhar or any other ID proof) then you'll be asked for permit. All in all you can travel without a passport
