From India, you can not personally apply online. The application has to be done through an agent. It could take 3-5 working days to get it. The best way is if you know someone in Singapore. You can ask them to apply for you and it will take only 1 or 2 days to get the visa. I actually got it on the same day.

It is better to be done through an agent they chage you around 3.2-3.5k
as of now singapore consulate have made it strict
