Go for Bir McLeod Ganj. If not in Bir, there'll absolutely be snowfall in Billing. Bir village is beautiful, and you can also do paragliding there. in McLeod Ganj, you can go to Triund trekking.
If you are looking for less crowded and peaceful places then just go with Tirthan Valley believe me you will never regard choosing it.

Hey Amanda, Tirthan valley is less visited by tourists as compared to Bir and Billing. But if you want to enjoy the snowfall then go for Macleodganj ( Bir and Billing ). One must thing to do in Macleodganj is Triund trek. There you will surely get snowfall. Both place are beautiful, but if your 1st priority is less crowded then il'd like to suggest you to visit Tirthan vally. Because tourist will prefer to go Mcleodganj rather than Tirthan Vally. Bir - Billing - Mcleodganj are different place. Bir is one of the most beautiful village in India and if you want to enjoy some adventure sports then you can try Paragliding at Bir.
Tirthan valley is lesss crowded than maclo also there are more chances of snowfall in tirthan valley than in maclo-bir. U can go to jalori pass for white layers of snow.
