I would suggest you to take hop on hop off bus from scindia house to cover all tourist places. You can go to hauz khas village, chandni Chowk, and cannaught place.

Hello, Accommodation point of view cannaught place is best as its the centre point and near to station.

Cannaught place
Pallika bazaar
Lotus temple
Akshardham mandir

You can get cheap accommodation at hosteller.com and Oyo rooms. Must visit places in Delhi are Red Fort, India Gate, Jama Masjid, Akshardham temple, Chandigarh Chowk and Humayun's Tomb.
