Dec and Jan are coldest months , there are many locations here which would give perfect snow covered views. Do carry warm clothes on your visit. Also confirm the route is not closed at very high altitude spots because of snowfall before travelling.

Depends on where in himachal you are planning. High mountains will be closed because of snow
low altitude mountains will be accessible but expensive.

Himachal pradesh is one of the most beautiful state in india. If you’re planning to visit in december do carry loads of thermal and winterwear. Himachal pradesh experiences snowfall in the december-january month. Happy journey.
