You can book whole trip yourself. just go there and find hotels or book with any site like Goibibo, mmt, booking.com or Airbnb. for sightseeing, you can find it from hotels or at any travel agency within that city or place. and believe me, it will easy to get them. I never book sightseeing only trip in advance.
from Haridwar, you can book all these things in reasonable rates. and for river rafting, try bargain. in all these places bargaining is the key.

U can Get Cabs or Sharing Auto and Government transportation for Rishikesh from Haridwar. For mussoorie n Jim Corbett u can get private taxi n government transportation from Haridwar. also u can get one day sightseeing tour of mussoorie.

If you are planning for Mussoorie, you can also do one night camping @ kanatal and also some jungle safari and other adventure activities. Kanatal is nearby dhanaulti and surkunda devi temple. It will be a great experience. :)
