Hi NaNu, August is the best month to visit the Valley of Flowers. However, earlier part of September is also nice. Just make sure you go before 10th September.

Last week of September is a good option to visit valley of flowers chances of landslide is low.

Hi NaNu, As per my personal exp after visiting Valley is that you should try and plan the trip between June -- August to exp the full blooming valley. I visited in September, though scenic but most of the flowers dried and faded.
