I will personally prefer Singapore rather than Dubai. Dubai is more likely crowded city. Whether in Singapore you have variety from beaches to Island :)

Dubai will be more pleasant during December, compared to Singapore. Expenses will be more or less same irrespective of location. In Dubai, with family around you can have loads of fun. You can opt for wide-range of activities like - Abu Dhabi Day tour, Desert Safari & Camping, Burf Khalifa and City tours, Shopping and roof-top dining. If you have more days, there are more options too. Happy Traveling...

Singapore is smaller and relatively easier to travel due to its impeccable public transport.Also it is extremely safe and clean.Dubai isnt a bad option as well however it depends on ur taste.If you would like to see high skyscrapers and a lot of other high buildings with huge amounts of usage of stones then Dubai is the place for u.In singapore u have the sentosa island,universal studios,night safari,zoological gardens.etc.Both places are good for shopping too.It also depends on your budget - singapore would certainly end up costing more than Dubai.
