Yes you can go , but I guess u need to have covid test certificate with you only then u can travel peaceful

No need for covid certificate to visit goa or anywhere until unless u get through mumbai route and vividh test is necessary only if u get out of mumbai airport.

No test results are required to wander through Karnataka and goa since I've been visiting both aforementioned past week .The only enquiry you might face is from railway station which they just enquires your name or your purpose of visit

Goa might make COVID negative certificate mandatory for travellers from these states. ... If the proposal is passed, those travelling to the state from Karnataka, Kerala, and Maharashtra will have to provide proof of COVID-19 negative test report, or undergo tests on arrival at the airport.
